cs:label w/locator variable

When used in cs:label, the “locator” variable refers to the label name
associated, in user-supplied data, with the user-supplied locator:

I’ve just notice that this behavior does not appear to be documented
in the specification

)? If I’m not missing something, I’ll be happy to propose some text
to cover it.

This is all fuzzy to me now, it should definitely be documented.
