Scope of formatting set on the cs:name-part elements

I think we never agreed on the scope of formatting set on the cs:name-part
elements. CSL is currently limited to the “family” and “given” name-parts.
Would it be okay if:

  • formatting set on the “family”-name-part affects not only the “family"
    name-part, but also the particles (both the “dropping-particle” and the
    "non-dropping-particle”), even when these are nonadjacent
  • the suffix name-part is unaffected by formatting on the name-part elements

With the code

you would then get names like “MARTINIÈRE Jr., Gérard DE LA” (here “Jr.” is
the suffix, “de” the dropping-particle, and “la” the non-dropping-particle).
