I got locales loading in citeproc-js today (hurray). I’m now slowly
working through the APA style, defining elements and attributes in the
order that the parser crashes on them. I’ll probably have more
questions before finally reaching goal at , but here’s the
first: The CSL specification says this about the and= attribute, as
used in the tag:
## Controls appearance of "and"/"&". To disable, do not specify.
attribute and { "text" | "symbol" }?,
“And” is a localized term … are the “text” and “symbol” arguments
meant to be localized (and if so, using which forms – “symbol” would
be “symbol”, I guess, but “text” … maybe “long”?).
Any guidance appreciated.

So far, I don’t think anyone’s bothered to consider that the symbol
might be localized, though clearly the design choice suggested it.
I would say that it’s easiest to just assume no form is “text,” since
that’s already widely implemented in the locales files.
