Is there a CSL style that is able to sort bibliographies by title
omitting articles such as the, a, le, la, etc.? If not, is there a
plan on what to do about that? In theory this could be fairly easily
scripted and localized.

No, in the sense I don’t recall ever talking about it.

You’re right it should be easy, since it’s just a list of exclusion words.
How about we document it in the schema? Any specific ideas?
It could be something so simple as a note like …
… and leave it to implementors to worry about the details?

when sorting on title, be sure to strip beginning words
like “a” and “the”.

That sounds fine.
But we’d have to use CSL localization files (which are the same in
Zotero and xbiblio) to enter the definite/indefinite articles for
various languages, right?
