I have written a small script to ease the installation of
pandoc/citeproc-hsI’d be happy if you try it out and/or make improvements.
I don’t know what you’re targeting this script for, but I believe that
Cabal-Insall could simplify the task of haskell package installation and
updating:

If you are willing to download and installing everything manually, I’d
be tempted to use the trunk versions, rather than the releases.
(I do think that pandoc installation was the most time-consuming part of
using it from php, but I didn’t really take any efforts to make it a
useful, generic web service.)
You seem to have the time and interest of getting this setup, but let me
know if you need a hand!
