What is a 'pamphlet'?

I’m working on a few styles, and I’m wondering what the intended purpose of the pamphlet item type was? It’s not used in Zotero or Mendeley. Not sure about other CSL programs.

Only a few CSL styles deal with it explicity.

So, essentially for things like fragments, historical documents, or other unusually-published or ephemeral works? Was that the general idea here?
