PHP port and google SOC

FYI. there’s a possibility for Google sponsorship of finishing Ron’s PHP
port under the Drupal banner:

A student did propose to do it, but there were a ton of similar
proposals, and so this one didn’t get enough votes to be included
(though IIRC it was close).

So, in effect, no.
