In order to support sadistic styles like Bluebook, he’s suggesting
allowing a new conditional:

I want to make sure people understand the implications of this. This
attribute would be a new conditional flag, and allows one to
essentially reset the ‘first’ condition after x notes (not
references).

Since it’s a conditional, it means it can be coupled with other
conditions (type, variable, etc.).

I think we have to accept the use case, but as I said in the comments
on the tracker, I really don’t like adding this sort of complexity
(would love Andrea’s comments on this, as both a law person, and
someone who’s code integrates with pandoc), and I absolutely hate
having to add such a specific conditional attribute; one that can only
apply to a narrow range of styles.

Some I’m still wondering if there are other ways to achieve the same
thing (probably not).

Also, we’d need some language in the spec to describe exactly how this
works; “Resets the ‘first’ condition for the reference ____________.”
