Does anyone understand how notifications intersects with issues on github?

E.g. a new issue is created: who gets notified, beyond the project owner?

I know watchers do not.

Can I conclude that all team members do?

The events that trigger emails are listed here:

> **[Build software better, together](https://github.com/settings/notifications)**
>
> GitHub is where people build software. More than 50 million people use GitHub to discover, fork, and contribute to over 100 million projects.

Bumping this:

I need to know if people on the csl project teams are getting emails
when new issues get created, or people comment on them (as I do).
