Sorry for the extremely late reply. Thanks for your interest!

There has not been any resolution to the questions raised in [this thread](https://discourse.citationstyles.org/t/upcoming-csl-meetup-context/1767), which means there’s no clear path forward for a CSL 1.1.

I have been working on [citum](https://citum.org) as a clean-break design. It does include support for [narrative citations](https://docs.citum.org/guides/style-authoring/advanced-examples.html#advanced-citations), including optional advanced features like “name-memory” (which you can see on the [demo page](https://docs.citum.org/demo.html)).
